Evidence
The most common descriptions
The terms that appear most often in the records are ordinary, specific and repetitive: a window replaced, a door replaced, a pool put in, a porch screened.
Frequency follows how often a thing is replaced or added, not how large it is. The descriptions that repeat are the ones attached to work that happens on almost every property eventually.

A permit can match more than one term, so these counts are not additive and adding two of them together overstates the total.
Why maintenance outnumbers construction
A new building is filed once. Over the life of that building its openings may be replaced more than once, and its roof covering more often than that.
Because records count filings, the small repetitive jobs accumulate faster than the large ones. A term with a modest count can be the term that describes a whole house.

A term with few matching records can still be exactly the right term for a project. The count measures the wording in the records, not the size of the work.
